Brothers and Sisters,  we have an historic necessity to move  the FAA and NATCA into a new position of prominence and leadership in the labor movement, the economy, and our country.  We have had many favorable changes in our Agency's appointed officials,  changes in our contracts, and changes in our union leadership.  In this time when unions are under attack, however, we need to emphasize our unity, and speak directly to our strengths and  responsibilities.

NATCA is but a small part of the overall workforce, but our service is concentrated in an industry that is key to our national future.  We have influence beyond our numbers, and our story is highly visible.  If the FAA, as an agency, is able to form the  collaborative fusion of management and labor that our Administrator seeks, we may forge a new partnership model that we can demonstrate for workers everywhere.
